NAEP State Coordinators are responsible for securing the participation of public schools. Per NCES Statistical Standard 4-4-1, participation of 85 percent of the original public school sample is required. 

Each NAEP State Coordinator follows his or her respective state's protocols for notifying districts in which schools have been sampled. In most states, these protocols involve the chief state school officer's office notifying district superintendents about any schools in their districts that have been sampled, and the state testing director notifying the schools of their selection for NAEP. At the state's request, NAEP staff supply informational materials to accompany state notification letters to districts and schools.
