Note: To estimate gross graduation rates, the number of graduates is divided by the population at the typical graduation age. In many countries, defining a typical age of graduation is difficult because ages of graduates vary. Mismatches between the coverage of the population data and the graduate data mean that the graduation rates for those countries that are net exporters of students may be underestimated (for instance Luxembourg) and those that are net importers may be overestimated. Formal education classifications are based on the jurisdictions' categorizations to UNESCO's International Standard Classification of Education (Operation Manual for ISCED - 1997). For more information on the method used to calculate graduation rates and the corresponding typical ages refer to Annex 1 and for more detailed notes by country and a description of the ISCED levels refer to Annex 3 of Education at a Glance: OECD Indicators 2009. Apparent differences may not be statistically significant.
