The target population for the 2003 state assessment included all students in public schools in the United States who were enrolled in fourth or eighth grade. In addition, students attending Bureau of Indian Affairs (BIA) schools, DDESS schools, DoDDS schools, and public schools in American Samoa, Guam, the Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands were included.
