For the 2003 assessment year, a new-school sampling frame was generated for the fourth and eighth grades. A similar procedure was followed to develop a new-school frame for the twelfth grade, but since the twelfth-grade sample was used only for pilot testing, no new schools were sampled from that frame. Field surveying for new private schools in the 2003 new-school procedure was restricted to a sample of Catholic dioceses; however, no new schools were reported during the process.
