The interpretability of results depends, to a large extent, on the quality of data collected. Initial analysis activities serve to ensure that only "clean" data go through the estimation process. Specifically, the purposes of initial analysis activities are to

  • verify the accuracy of data and data files used in analysis;

  • provide an indication of aspects of the data and analysis requiring special attention; and

  • provide starting values for the scaling of NAEP items.
