The interpretability of results depends, to a large extent, on the quality of data collected. Initial activities serve to ensure that only valid data go through the estimation process. Specifically, the purposes of initial activities are to

  • verify the accuracy of data used in analysis; 
  • provide an indication of aspects of the data and analysis requiring special attention; and  
  • provide starting values for the scaling of NAEP items.
