Summary

Using NHES:91 early childhood data, this report will address two major issues: 1) the extent to which disadvantaged and disabled children currently have access to early childhood programs, by type of disadvantage or disability; and 2) whether disadvantaged and disabled children have access to the same quality programs as do other children. The population to which this study will be generalized will be the population of (resident) U.S. children 3 to 5 years of age as of January 1, 1991.
