Partners

The PIAAC international consortium implemented PIAAC Cycle 1 (2012–2017) and PIAAC Cycle 2 (2023) and plays a vital role in implementing the study, on behalf of the Organization for Economic Cooperation and Development (OECD), with responsibilities in

  • project management;
  • development of the background questionnaire and direct assessment items;
  • survey design and operations;
  • preparation of data products; and
  • support for the analysis of survey results and production of PIAAC reports.

In addition to the international consortium members, there are numerous national contracting partners that support the development and implementation of PIAAC in each participating country. In the United States, the National Center for Education Statistics (NCES) of the U.S. Department of Education is in charge of PIAAC implementation and Westat is the national contractor.

The International Consortium consists of Educational Testing Service (ETS), Westat, cApStAn, the Research Centre for Education and the Labour Market (ROA), the GESIS — Leibniz Institute for the Social Sciences, and the International Association for the Evaluation of Educational Achievement (IEA).

Members of the consortium include the Educational Testing Service (ETS), Westat, cApStAn, the Research Centre for Education and the Labor Market (ROA), GESIS – Leibniz Institute for the Social Sciences, the German Institute for International Education Research (DIPF), and the International Association for the Evaluation of Educational Achievement (IEA-DPC). In addition to these organizations, PIAAC is aided by numerous national contracting partners.
