International Partners

The Organization for Economic Cooperation and Development (OECD) serves as the international coordinating body for the IELS.

The Australian Council for Educational Research (ACER) served as the international study center for the IELS 2018 Pilot Study. ACER staff are responsible for designing and implementing the study in close cooperation with the OECD Secretariat, the IEA Data Processing and Research Center, cApStAn and the national centers of participating countries.

The IEA Data Processing and Research Center assisted ACER with the IELS 2018 Pilot Study in the areas of study software development, data management, and study coordination.

cApStAn was responsible for ensuring that all countries participating in the IELS 2018 Pilot Study used comparable language in their instruments.

National Partners

Westat was the data collection and analysis contractor in the United States for the IELS 2018 Pilot Study.

The American Institutes for Research was the contractor in the United States that provided managerial assistance, technical expertise, and dissemination support for the IELS 2018 Pilot Study.
