The International Association for the Evaluation of Educational Achievement (IEA) is the international study center and coordinating body for ICILS 2023. IEA staff are responsible for designing and implementing the study in close cooperation with the national centers of participating countries. IEA Hamburg is responsible for study software development, data management, and study logistics.

RTI is the data collection and analysis contractor in the United States for ICILS 2023.
