Completing the IES Restricted-use License
Each application must have the support of a Senior Official (SO) who has the legal authority to sign the License (contract) on behalf of the institution or organization to bind the organization to the terms of the License. To find out who your SO would be, contact your grant/contract office or sponsored project office.
You may enter all of the required information into a .pdf version of the License document and print it out. To complete the License agreement, the License signature page must be signed by the PPO and SO and the original, complete License must be sent to the IES Data Security Office for processing and approval. Do not print the License document double-sided.
Affidavits of Nondisclosure Instructions
You may enter all of the required information into a .pdf version of the Affidavit of Nondisclosure and print out the page. Before executing an Affidavit of Nondisclosure, each person requesting status as an authorized user of IES restricted-use data must read and understand the License document, the supporting laws, and the security procedures. To enter into a legally binding License, an Affidavit of Nondisclosure for each person, as designated in the Formal Request initiated on-line must be, printed, signed, notarized, and sent to the IES Data Security Office for processing.
Security Plan Instructions
The Senior Official (SO) has overall responsibility for the legal terms of the License and the final security of the subject data.
The Principal Project Officer (PPO) is the officer in charge of the day-to-day operations involving the use of subject data. The PPO has full responsibility for the security of the subject data, shall oversee the preparation and implementation of the IES restricted-use data security plan, and shall monitor and update the security requirements needed.
The SO or PPO shall assign a System Security Officer (SSO) in writing. The SSO (who may also be the PPO) shall be responsible for maintaining the day-to-day security of the Licensed data. The SSO's assigned duties shall include the implementation, maintenance, and periodic update of the Security Plan to protect the data in strict compliance with statutory and regulatory requirements.
Complete the Security Plan
You may enter all of the required information into a .pdf version of the Security Plan and print it out. The signature page must be signed and the completed Security Plan sent to the IES Data Security Office for processing & approval. Do not print the Security Plan double-sided.
