|REL 2020019||Assessing the Alignment between West Virginia’s High School Career and Technical Education Programs and the Labor Market
To help students leave high school on a path toward success in the labor market, education policymakers and practitioners often focus on improving career and technical education (CTE) opportunities in high school. Understanding the alignment between high school CTE programs and the labor market is an important step in this process. To support CTE improvement efforts, this study quantitatively assessed the alignment between West Virginia’s high school CTE programs and the labor market, with a focus on alignment to regional high-demand occupations that require moderate occupational preparation. These “high-demand study occupations” are the 20 occupations in each region of West Virginia with the largest number of long-term projected employment openings from 2014 to 2024 that require more than a high school diploma (for example, a license or work-related experience) but less than a bachelor’s degree. The study found that 70 percent of West Virginia’s long-term projected employment openings typically require some occupational preparation beyond a high school diploma but less than a bachelor’s degree. Further, 93 percent of the regional long-term projected employment openings in high-demand study occupations were served by at least one aligned CTE program in the same region. However, students in only 53 percent of the state’s CTE programs were in a program that aligned to at least one high-demand study occupation within their region. West Virginia stakeholders can use the findings to improve their CTE system’s alignment and better prepare students for a postsecondary career. This study also serves as an example for policymakers and practitioners in other states who are interested in quantifying their CTE system’s alignment in order to make data-informed decisions.

This publication describes the methods and procedures used in the 2016/17 Baccalaureate and Beyond Longitudinal Study (B&B:16/17). These graduates, who completed the requirements for a bachelor’s degree during the 2015–16 academic year, were first interviewed as part of the 2016 National Postsecondary Student Aid Study (NPSAS:16), and then followed up one year later in 2017. B&B:16/17 is the first follow-up interview of this cohort. This report details the methodology and outcomes of the B&B:16/17 student interview data collection and administrative records matching.

The PIAAC U.S. 2017 Restricted-use File (RUF) consists of data from the PIAAC 2017 household sample. It contains data for individuals including responses to the background questionnaire and the cognitive assessment. Statistical confidentiality treatments were applied due to confidentiality concerns. In addition to the variables in the public use file, the RUF contains detailed versions of variables and additional data collected through U.S. specific questionnaire routing. The RUF can be accessed through a restricted-use license agreement with the National Center for Education Statistics. The outcomes and decisions of 2007–08 bachelor’s degree recipients are of particular interest because this cohort completed college during the most recent economic recession, which can have implications for outcomes related to employment and additional education (Grusky, Western, and Wimer 2011). B&B:08/12 is a nationally representative, longitudinal sample survey of students who completed the requirements for a bachelor’s degree during the 2007–08 academic year. The data for this report are drawn from the second follow-up, which was conducted in 2012–13. Results are presented by the amount students borrowed, ratio of loan payment to monthly salary, occupation, postbaccalaureate enrollment characteristics, undergraduate institution control, bachelor’s degree major, and demographic characteristics.
