NFES 2012808 The Forum Guide to Facilities Information Management: A Resource for State and Local Education Agencies
This guide builds on a 2003 Forum publication, Facilities Information Management: A Guide for State and Local Education Agencies. The data elements presented in this guide are described in greater detail in the NCES Handbooks Online at http://nces.ed.gov/programs/handbook. They have been refined and expanded to meet the latest needs of facilities managers, policymakers, and other stakeholders interested in the condition of public school buildings and grounds. In particular, data elements were added or updated to support changing expectations for sustainable design and management; community use, co-location, and joint use; and budget and finance associated with private financing for public charter school facilities. In addition, the first three levels of data reflect standards from the UNIFORMAT classifications system to create a better linkage between school district facility data and information classifications in the construction industry.

NCES 2008011 Public-Use Data Files and Documentation: Public School Principalsí Perceptions of Their School Facilities: Fall 2005
This file contains data from a 2005 fast-response survey titled "Public School Principals' Perceptions of Their School Facilities: Fall 2005." The study provides information about principalsí satisfaction with various environmental factors in their schools, and the extent to which they perceive those factors as interfering with the ability of the school to deliver instruction. Environmental factors included lighting, temperature control, air quality, and structural conditions. The study also provides information on the extent of the match between the enrollment and the capacity of the school buildings. NCES released the results of the survey in the publication Public School Principals Report on Their School Facilities: Fall 2005. Questionnaires and cover letters for the study were mailed to the principal of each sampled school in mid-September 2005. The letter introduced the study, and requested that the questionnaire be completed only by the principal of the school listed on the label. Respondents were also offered the option of completing the survey via the Web. Telephone follow-up for survey nonresponse and data clarification was initiated in early October and completed in late January 2006. The final response rate was 90 percent. Principals were asked about their satisfaction with various environmental factors in classrooms located in permanent buildings and in portable (temporary) buildings (if applicable) in their school, and the extent to which they perceived those environmental factors as interfering with the ability of the school to deliver instruction in those classrooms. They were also asked about the ways in which their school used portable (temporary) buildings and the reasons for using them, and the availability of dedicated room or facilities for particular subjects (science labs, art rooms, music rooms, and gymnasium) and the extent to which these facilities were perceived to support instruction. Principals were also asked about the enrollment and design capacity of their schools, and approaches for coping with overcrowding (if applicable).

The 41st in a series of publications initiated in 1962, the Digestís primary purpose is to provide a compilation of statistical information covering the broad field of American education from prekindergarten through graduate school. The Digest contains data on a variety of topics, including the number of schools and colleges, teachers, enrollments, and graduates, in addition to educational attainment, finances, and federal funds for education, libraries, and international comparisons. Some examples of highlights from the report include the following items. Enrollment in public elementary and secondary schools rose 22 percent between 1985 and 2005. The fastest public school growth occurred in the elementary grades (prekindergarten through grade 8), where enrollment rose 24 percent over this period, from 27.0 million to 33.5 million. Public secondary school enrollment declined 8 percent from 1985 to 1990, but then rose 31 percent from 1990 to 2005, for a net increase of 20 percent. The number of public school teachers has risen faster than the number of students over the past 10 years, resulting in declines in the pupil/teacher ratio. Between 1994 and 2004, the number of full-time college students increased by 30 percent compared to an 8 percent increase in part-time students. During the same time period, the number of men enrolled rose 16 percent, while the number of women enrolled increased by 25 percent.

The Postsecondary Education Facilities Inventory and Classification Manual (FICM), 2006 Edition manual describes standard practices for initiating, conducting, reporting, and maintaining a postsecondary institutional facilities inventory. It is designed to be useful to both specialized staff and generalists and to be applicable to institutions with sophisticated information needs as well as to those with more basic facilities information needs. It reflects the perspective that along with human resources and financial assets, space is one of the primary resources of a postsecondary educational institution. It provides updated definitions for building area measurements, space and room use codes, and other data elements that are useful for including in a facilities inventory. It describes the basic principles for developing a facilities database, provides guidance on required and optional data elements for inclusion in a facilities inventory, suggests analytic, administrative and comparative uses for facilities data and presents issues that are emerging in the collection, maintenance and reporting of facilities data.

Included in this data file is information on the pervasiveness of air conditioning, the number of temporary classrooms, the number of days particular public schools were closed for repairs, planned construction, repairs, and additions, long range facilities plans, the age of public schools, overcrowding and practices used to address overcrowding, estimated costs for bringing facilities to a satisfactory condition, and the overall condition of roofs, floors, walls, plumbing, heating, electric facilities, and safety features.
