1 Includes high school diploma recipients as well as other high school completers (e.g., certificates of attendance), but not high school equivalencies (e.g., GEDs). Total completers may be different than reported in the CCD state-level file.
2 The grades 9–12 dropout rate estimates the percentage of public high school students who left high school between the beginning of one school year and the beginning of the next without earning a high school diploma or its equivalent (e.g., a GED) and do not meet any of the following exclusionary conditions: transfer to another public school district, private school, or state- or district-approved education program; temporary absence due to suspension or school-approved illness; or death. The grades 9–12 dropout rate is calculated by dividing the number of grades 9–12 dropouts by the grades 9–12 enrollment. Ungraded enrollment within each agency is redistributed across other grades in proportion to the graded enrollment.
3 Averaged freshman graduation rate (AFGR) is an estimate of the percentage of an entering freshman class graduating in four years. For 2004–05, it equals the total number of high school diploma recipients in 2004–05 divided by the average membership of the 8th-grade class in 2000–01, the 9th-grade class in 2001–02, and the 10th-grade class in 2002–03. Ungraded students were allocated to individual grades proportional to each state's enrollment in those grades.

NOTE: Data include all 50 states, the District of Columbia, Puerto Rico, four outlying areas (American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, and the U.S. Virgin Islands), the Bureau of Indian Education, and the Department of Defense dependents schools (overseas and domestic). High school completers for each year are reported on the following year's agency file (e.g., 2004–05 completers are reported on the 2005–06 agency file).
