This technical report provides general information about the study and the data files and technical documentation that are available. Information was collected from students, their parents or guardians, their teachers, and their school administrators. The data collection included direct and indirect assessments of middle grades students’ mathematics, reading, and executive function, as well as indirect assessments of socioemotional development in 2018 and again in 2020. MGLS:2017 field staff provided additional information about the school environment through an observational checklist.

NCES 2009029 An Evaluation of Bias in the 2007 National Households Education Surveys Program: Results From a Special Data Collection Effort
The National Household Education Surveys Program (NHES) is a random digit dialing (RDD) survey program developed by the National Center for Education Statistics (NCES) in the Institute of Education Sciences, U.S. Department of Education. The surveys are designed to help NCES collect data directly from households about important education topics. Like many household studies that rely on landline phone sampling frames, NHES has experienced both declining response rates and increasing undercoverage rates. The study described in this report was designed to examine bias in the NHES:2007 due to nonresponse, as well as bias due to noncoverage of households that only had cell phones and households without any telephones. Results from this study suggest that there is no systematic pattern of bias in key statistics from the NHES:2007, though it might underestimate some indicators such as the percentage of preschoolers who watch two or more hours of TV in a typical weekday and overestimate some indicators such as the percentage of preschoolers with mothers who are not in the labor force.

NCES 2006066 Impact of Monetary Incentives and Mailing Procedures: An Experiment in a Federally Sponsored Telephone Survey
The National Household Education Surveys Program (NHES) includes a series of random digit dial (RDD) surveys developed by the National Center for Education Statistics (NCES) in the Institute of Education Sciences, U.S. Department of Education. It is designed to collect information on important educational issues through telephone surveys of households in the United States. This report describes an experiment conducted in NHES:2003. The goal of the experiment was to test the effectiveness of various levels of incentives in gaining increased initial cooperation, refusal conversion, and overall unit response rates. Approximately 79,000 telephone numbers were included in the experiment. The results of the experiment indicate that small cash incentives, used during initial contact stages of the interview process (the Screener stage), can be effective in improving unit response, at least for NHES collections.

This data file user's manual documents the procedures and methodologies employed during the National Education Longitudinal Study of 1988 (NELS:88). The manual is designed to provide guidance and documentation for users of the public-release data for the base-year data collection in 1988 through the fourth follow-up study, which took place 12 years later in 2000 (NELS:88/2000). Included in this report are also the results of the intermediate data collections, which took place in 1990 (the first follow-up study, 1992 (the second follow-up study), and 1994 (the third follow-up NELS:88/94). This manual will familiarize the user with each wave of NELS:88

NCES 200203 National Postsecondary Student Aid Study 1999–2000 (NPSAS:2000), CATI Nonresponse Bias Analysis Report
Because the student telephone interview response rates for NPSAS:2000 were less than 70 percent in some institutional sectors, an analysis was conducted to determine if Computer Assisted Telephone Interview (CATI) estimates were significantly biased due to CATI nonresponse. Considerable information was known for CATI nonrespondents and these data were used to analyze and reduce the bias. The distributions of several variables using the design-based, adjusted weights for study respondents (study weights) were found to be biased before CATI nonresponse adjustments. The CATI nonresponse and poststratification procedures, however, reduced the bias for these variables; and the remaining relative bias ranged from 0 to 0.35 percent.

NCES 2001534 Adult Literacy and Education in America
This report analyzes the literacy proficiencies of the nation’s adults in relation to their schooling, with a special focus on adults who did not complete high school, those whose proficiencies were below average, and those who enrolled in programs to improve their basic literacy. The findings were based on data from the 1992 National Adult Literacy Survey. Field staff for this survey interviewed nearly 13,600 individuals aged 16 and older throughout the nation, as well as adults 16 to 65 years old in each of eleven states that chose to participate in a special study designed to provide state-level results. This 1992 survey measured literacy proficiencies using performance across a wide array of tasks that reflect the types of reading materials and literacy demands that adults encounter in their daily lives.
