--Data prior to 1996 are based on higher education institutions that were accredited by an agency or association that was recognized by the U.S. Department of Education. The Department of Education no longer distinguishes between those institutions and other institutions that are eligible to participate in Title IV programs. The new degree-granting classification is very similar to the earlier higher education classification, except that it includes some additional institutions, primarily 2-year colleges, and excludes a few higher education institutions that did not award degrees.
