\1\Title I, formerly called Chapter 1, Education Consolidation and Improvement Act of 1981, includes Grants to Local Education Agencies, Migrant Education--Basic State Grants, Program for Neglected and Delinquent Children, Capital Expenses, State Improvement Grants, and Even Start--State Educational Agencies. \2\Title VI, formerly called Chapter 2 Education Consolidation and Improvement Act of 1981, includes Dwight D.
