NOTE: English language proficiency (ELP) attainment data include only English learners (ELs) who were enrolled during the time of the state ELP assessment testing window. The ELP assessments used to measure students' level of English proficiency, as appropriate by grade, vary by state. As a result, both the content on the tests and achievement standards students must meet to be considered "proficient" vary across states. Because assessments and standards are not comparable across states, U.S. averages are not estimated. Additionally, state assessments and achievement standards within states have changed over time, so longitudinal comparisons must be interpreted with caution. A language instruction educational program (LIEP) is a course in which an EL is placed in order to develop and attain English proficiency while meeting challenging state academic standards. An LIEP may include instruction in English and a child’s native language, and English-proficient children may participate in the course if it is designed to enable all participating children to become proficient in English and a second language. Excludes ELs who are enrolled in prekindergarten. Values preceded by the "<=" symbol have been "blurred" (rounded) to protect student privacy. Title III ELP assessment data were not collected for school year 2019-20 because of waivers in response to the coronavirus pandemic. Caution should be used when comparing 2020-21 and 2021-22 estimates to those of other years due to the impact that the coronavirus pandemic had on reporting Title III data.
