37Under the William D. Ford Federal Direct Loan Program (commonly referred to as the Direct Loan Program), the federal government uses Treasury funds to provide loan capital directly to schools, which then disburse loan funds to students.
38The U.S. Department of Education periodically reestimates the subsidy costs of the Direct Loan Program and Federal Family Education Loan (FFEL) Program. In 2017, the majority of the net upward reestimates of $28.4 billion for the Direct Loan Program and $10.79 billion for the FFEL program reflect changes in collection and technical assumptions. In addition, the Direct Loan Program reestimate reflects an increase in loan discharges for student borrowers harmed by institutional misconduct, and the FFEL Program reflects reestimates for the Ensuring Continued Access to Student Loans Act (ECASLA) of 2008.
39The Federal Family Education Loan (FFEL) Program eliminated the authorization to originate new FFEL loans after June 30, 2010; all new loans are originated through the Direct Loan Program. The FFEL Program made loan capital available to students and their families through private lenders. State and private nonprofit guaranty agencies administer the federal guarantee protecting FFEL lenders against losses related to borrower default. These agencies also collect on defaulted loans and provide other services to lenders.

NOTE: To the extent possible, amounts reported do not represent obligations but instead represent appropriations or (especially for earlier years) outlays. Negative amounts occur when program receipts exceed outlays. Some data have been revised from previously published figures. Constant fiscal year 2018 dollars are adjusted by the federal budget composite deflator, as reported in the U.S. Office of Management and Budget's Budget of the U.S. Government, Historical Tables, Fiscal Year 2020. Detail may not sum to totals because of rounding.
