Excluded amounts are as follows: $4,440,000,000 in FY 1990, $7,510,000,000 in FY 1995, $8,020,000,000 in FY 2000, $8,300,000,000 in FY 2005, $8,300,000,000 in FY 2006, $8,200,000,000 in FY 2007, $8,600,000,000 in FY 2008, $8,800,000,000 in FY 2009, and an estimated $9,100,000,000 in FY 2010.

Much of the increase in Department of Education funds in 2006 was due to an increase in postsecondary expenditures that resulted primarily from an accounting adjustment.
