Rural/small town includes places that are defined as rural by the U.S. Bureau of the Census and have a population less than 2,500 and/or a population density of less than 1,000 per square mile, as well as towns that are incorporated places not within an MSA and have a population less than 25,000 but greater than or equal to 2,500.
