NOTE: Institutions of higher education were accredited by an agency or association that was recognized by the U.S. Department of Education, or recognized directly by the Secretary of Education. The new degree-granting classification is very similar to the earlier higher education classification, except that it includes some additional institutions,primarily 2-year colleges, and excludes a few higher education institutions that did not award associate's or higher degrees. (See Guide to Sources for details.) Scholarships and fellowships from restricted funds are limited by donors or other external agencies to specific purposes, programs, departments, or schools. Scholarship and fellowship funds subject to these externally imposed restrictions are tabulated separately (through 1998-99) from the scholarships and fellowships from unrestricted funds, which are only subject to internal designations imposed by the governing board. Detail may not sum to totals because of rounding. Includes Supplemental Educational Opportunity Grants and State Student Incentive Grants, but excludes Pell Grants.
