The Department of Education no longer distinguishes between those institutions and other institutions that participated in Title IV programs. The new degree-granting classification is very similar to the earlier higher education classification, except that it includes some additional institutions, primarily 2-year colleges, and excludes a few higher education institutions that did not award degrees. Data for 1999 were imputed using alternative procedures. (See Guide to Sources for details.)
