NAEP Technical DocumentationFinal Participation, Exclusion, and Accommodation Rates

Final participation, exclusion, and accommodation rates are presented in quality control tables for each grade and subject by geographic domain and school type. School- and student-level participation rates have been calculated according to National Center for Education Statistics (NCES) standards as they have been for previous assessments.

Some participation rates were below 85 percent. At the school level, Bureau of Indian Education (BIE) schools and private schools had participation rates below 85 percent in all grades and subjects. At the student level, participation rates at grade 8 fell below 85 percent for mathematics, reading, or both for the following state domains: New Hampshire, New York, Oregon, and Washington; and the following TUDA domains: Austin, Denver, District of Columbia Public Schools, and Milwaukee. At grade 12, participation rates fell below 85 percent for the overall national public and private domains. As required by NCES standards, nonresponse bias analyses were conducted on each reporting group falling below the 85 percent participation threshold.
