New-School Sampling Frame for the 2017 Public School Writing Assessment

Prior to selecting the school samples for the 2017 assessments it was necessary to obtain a comprehensive list of public schools containing information on each school’s characteristics. This information was used to determine school eligibility, form sampling strata, and construct a measure of size. As in previous NAEP assessments, the Common Core of Data (CCD) file developed by NCES was used to construct the sampling frame. The CCD file corresponding to the 2014-2015 school year contains public schools, Bureau of Indian Education (BIE) schools, and Department of Defense Education Activity (DoDEA) schools. However, the frame for the public school writing samples was restricted to schools located within the 50 states and the District of Columbia.


The sampling frame excluded ungraded schools, vocational schools with no enrollment, special education-only schools, prison and hospital schools, virtual or online schools, home-school entities, and juvenile correctional institutions. 

For quality control purposes, school and student counts from the 2017 sampling frame were compared to school and student counts from previous NAEP frames (2015 and 2016). No revisions to the frame were needed as a result of this check.
