NAEP Technical DocumentationStudent Test Forms and Booklets for the 2018 Civics Assessment

Prior to 2018, NAEP civics was assessed using paper-based booklets that were created by combining blocks of items. The 2018 civics digitally based assessment (DBA) was designed to ensure that digitally based instruments measured the same content and skills as the paper-based instruments. Test forms for the civics DBA contained trans-adapted items that were directly transferred from a paper-based to a digital format, trans-adapted items that were modified from the paper format to accommodate administration in a DBA environment, and new DBA items that had no corresponding version in the 2014 civics paper-based assessment (PBA).

The tables below display the NAEP 2018 civics assessment digital test form and paper-based booklet configurations for grade 8.

NOTE: DBA = Digitally based assessment. PA through PO represent unique blocks of cognitive civics DBA items. All grade 8 cognitive civics DBA blocks are 30 minutes long. Forms 372–374 are accommodation forms. An accommodation form contains blocks with all items or a subset of items from non-accommodation blocks (e.g., a bilingual form has a one-to-one correspondence to a non-accommodation form, but a color-contrast form may not present certain items). Only test forms for operational assessments are included in this table.
