1Prior to 2010–11, Title IV not primarily postsecondary institutions were not required to respond to the Integrated Postsecondary Education Data System (IPEDS) survey; however, some of these institutions responded voluntarily and are included in this table. In particular, for institutions meeting the criteria to be included in this table, six out of seven responded to the fall 2007 Institutional Characteristics (IC) component. By year, the nonresponding institutions represent less than 0.02 percent of the total institutions included in this table.

NOTE: Title IV institutions are those with a written agreement with the U.S. Department of Education that allows the institution to participate in any of the Title IV federal student financial assistance programs. The four U.S. service academies that are not Title IV eligible are included in the IPEDS universe because they are federally funded and open to the public. However, the U.S. service academies are not included in this table. Tuition and required fees are average institutional charges, not average amounts paid by students (i.e., charges are not weighted by enrollment). The time points displayed in this table were chosen to demonstrate the range of data available from the IPEDS for trend analysis, not to emphasize any particular period of change. Data for years included in the range of this table, but not specifically displayed in the table, are available via the IPEDS Data Center. These figures for undergraduates differ from the cost data in table 8 that apply only to full-time, first-time degree/certificate-seeking undergraduates. Institutions with academic calendars that differ by program or allow continuous enrollment that also offer full-time undergraduate programs (2,423 in fall 2016; 2,633 in fall 2013; 2,515 in fall 2010; 2,181 in fall 2007) are not included. All amounts from prior years were converted to 2016–17 dollars using the average Consumer Price Index (CPI) values for the 12-month period ending in October of the academic year the data represent (e.g., October 2007) and the average CPI values for the 12-month period ending in October 2016.
