Our History: NCES and CRDC

The National Center for Education Statistics (NCES) and OCR began a formal partnership in 2012 to evaluate the collection process and improve the data submitted for the CRDC. In an effort to better understand how LEAs collect, store and report data to the CRDC, NCES organized and ran a series of 15 site visits and 20 cognitive interviews. The feedback gathered in this process led to the redesign of CRDC school and LEA forms for the 2013-14 CRDC and the development of a new collection tool. Since starting this formal partnership, NCES has worked to evaluate the CRDC collection process, make recommendations on process and data collection improvements, run topical analysis of submitted data and explore ways that innovations such as machine learning might be incorporated into the CRDC collection system.

    1968

    The first instance of the Civil Rights Data Collection is administered to a sample of districts as the Elementary and Secondary Schools Survey (E&S Survey).

    CRDC transitions from a paper survey to an online collection.

    CRDC is collected from a sample of roughly 5,000 districts as an online collection.

    2009

    Sample for CRDC is increased from 6,000 to 7,000 districts. Sample includes all districts with over 3,000 students along with all long-term secure juvenile justice facilities.

    CRDC forms are re-designed and a new collection tool is developed. CRDC is formally established as a universe collection that regularly includes all districts

    2020

    In response to the COVID-19 pandemic's disruption during the school year, the planned CRDC on the 2019-20 school year is delayed by one year. Collection for the 2020-21 CRDC opened in October 2021.
