Using the data from the Program for the International Assessment of Adult Competencies (PIAAC), this web report highlights results for U.S. adults from the most recent 2023 data collection in comparison with the 2017 data collection and the combined 2012/14 data collection. PIAAC is a large-scale international study of working-age adults (ages 16–65) that assesses adult skills in three domains (literacy, numeracy, and adaptive problem solving) and collects information on adults’ education, work experience, and other background characteristics.

The Program for the International Assessment of Adult Competencies (PIAAC) is a large-scale international study of working-age adults (ages 16–65) that assesses adult skills in three domains (literacy, numeracy, and adaptive problem solving) and collects information on adults’ education, work experience, and other background characteristics. This web-based technical note focuses on the U.S. PIAAC 2023 Main Study. The technical note is designed to provide researchers with a high-level overview of the design and implementation of PIAAC in the United States. The report includes information on sample design, survey instruments, the data collection procedures, data quality, weighting, scaling, data analysis, and the nonresponse bias analysis.

NCEE 2023001 Linking Adult Education to Workforce Development in 2018-19: Early Implementation of the Workforce Innovation and Opportunity Act at the Local Level
The Workforce Innovation and Opportunity Act of 2014 includes new requirements and incentives to strengthen the link between its Title II -- adult education -- and the overall workforce development system. This report from a national evaluation of Title II examines the extent to which local adult education providers’ instructional approaches and coordination with other agencies in 2018-19 reflected this link and highlights the challenges providers reported collecting related performance data. A compendium provides detailed tables supporting the policy report.

This is the third methodology report on Program for the International Assessment of Adult Competencies (PIAAC) Small Area Estimation (SAE) published by the National Center for Education Statistics in PIAAC Cycle I. The first report was written to describe the methodology used for the purpose of creating model-based estimates of average scores and high, middle, and low proficiency levels of adult skills for all states and counties in the U.S. The second report described the statistical models to produce the same types of estimates for state-level age and education groups. This report describes the methodology used to produce the county-level estimates by age and education groups.

NCES 2022008 National Adult Literacy Survey (NALS) 1992 Restricted Use File (RUF) with Rescaled Literacy Scores for Trend with the Program for the International Assessment of Adult Competencies (PIAAC) – Household and Prison
The National Adult Literacy Survey (NALS) was a national study that collected background demographic and skills information about U.S. adults in households and in prison. The NALS 1992 restricted-use files (RUF) with rescaled literacy scores contain individual unit data including both responses to the background questionnaire and the cognitive assessment from the NALS data collection, completed in 1992. The file contains rescaled plausible values for literacy and some trend background questionnaire items to allow for trend analysis with the U.S. Program for the International Assessment of Adult Competencies (PIAAC) data. The RUF with rescaled scores can be accessed through a restricted use license agreement with the National Center for Education Statistics.

This Data Point summarizes trends in adult literacy and numeracy skills since the 1990s for countries that participated in all three international adult literacy studies over the past three decades: Canada, Hungary, Italy, Norway, the Netherlands, New Zealand and the United States. These studies are the International Adult Literacy Survey (IALS), conducted in 1994-98; the Adult Literacy and Lifeskills Survey (ALL), conducted in 2003-08; and the Program for the International Assessment of Adult Competencies (PIAAC), conducted in 2012-17.

NCEE 2021007 Adult Education Strategies: Identifying and Building Evidence of Effectiveness
The Workforce Innovation and Opportunity Act encourages adult education programs to use evidence-based strategies to improve services and participant success. This systematic review of research suggests a need for more rigorous studies, as there is not yet much evidence to guide decision making around instructional and support strategies for adult learners.
