REL 2016115 Teacher evaluation and professional learning: Lessons from early implementation in a large urban district
REL Northeast and Islands, in collaboration with the Northeast Educator Effectiveness Research Alliance, examined the alignment of teacher evaluation and professional learning in a large urban district in the Northeast. REL researchers examined the types of professional learning activities teachers reported they participated in, the alignment of the reported activities with what evaluators prescribed, and whether evaluation ratings improved from one academic year to the next. The study found that teachers received written feedback across all standards of the evaluation rubric. Each prescription tended to include one or two recommended professional activities, and more of these activities were professional practice activities, such as independent work to improve instruction, than professional development activities, such as courses or workshops. Teachers reported participating in more professional activities for the instruction-based standards than for the non-instruction-based standards. For all standards, less than 40 percent of teachers reported participating in all the activities their evaluator recommended. While further work may be needed to strengthen the connection between teacher evaluation and a comprehensive system of teacher support and development, this study takes the first step in illustrating the need for coherence among these related systems.

The Talent Development Middle Grades Program is a comprehensive reform model that transforms the structure and curriculum of large urban middle schools with the aim of improving student achievement and raising teacher and student expectations. Key features of the Talent Development Middle Grades Program include small learning communities, an evidence-based curriculum tied to standards, the use of teacher teams, professional development and support for teachers, and school–family–community connections. This review focuses on the effects of the Talent Development Middle Grades Program on student reading outcomes. Student Team Literature is the literacy component of the Talent Development Middle Grades Program, and is therefore relevant to this review in the Adolescent Literacy topic area.

WWC QRDRS1214 WWC Quick Review of the Article "Culture and the Interaction of Student Ethnicity with Reward Structure in Group Learning"
Culture and the Interaction of Student Ethnicity with Reward Structure in Group Learning examined the effects of different reward systems used in group learning situations on the math skills of African-American and White students. The study analyzed data on 75 African-American and 57 White fourth- and fifth-grade students from urban schools in the northeastern United States. These students were randomly assigned to three different reward-system groups: reward based on individual performance; reward based on group performance; and, communal learning, no reward. The quick review includes an updated description of the communal learning intervention and its accompanying results, based on additional information provided by the study authors. The study found that African-American students who participated in the communal learning intervention scored statistically significantly higher than those offered a reward based on individual performance. WWC rated the research as meets WWC Evidence Standards.

REL 2008056 The Reenrollment of High School Dropouts in a Large, Urban School District
This study follows a cohort of first-time 9th graders in one large urban school district from 2001/02 to 2005/06 and documents their dropout, reenrollment, and graduation rates. For the one-third of dropouts who reenrolled in the district over that period, it reports course credit accrual and graduation outcomes as well as students' reasons for dropping out and the challenges districts face with their reenrollment.

These reports provide a one-page printable PDF of the results in science for each trial urban district at grades 4 and 8. These include overall results for each district, student percentage performing at NAEP achievement levels, performance of NAEP reporting groups in each district, average score gaps between selected groups, and scale scores at selected percentiles.

NCES 2007453 The Nation's Report Card: Science 2005 Trial Urban District Assessment
This report presents results for the first trial school-district-level science assessment in NAEP at grades 4 and 8. Ten urban public-school districts voluntarily participated: Atlanta City, Austin Independent School District, Boston School District, Charlotte-Mecklenburg Schools, City of Chicago School District 299, Cleveland City School District, Houston Independent School District, Los Angeles Unified, New York City Public Schools, and San Diego Unified. Student performance is reported in terms of average scale scores on the NAEP science scale and the percentages of students who attained the achievement levels set by the National Assessment Governing Board. Comparisons are made to public school results in large central cities and the nation. Student performance is reported by race/ethnicity, eligibility for free/reduced-price school lunch, and gender. At grade 4, in 7 of the 10 districts, students performed as well as or better than students in large central cities. Two districts had higher average science scores than the average in large central cities. At grade 8, in 6 of the 10 districts, students performed as well as or better than students in large central cities. Students in three districts had higher average scores and higher percentages performing at or above Basic compared to large central cities.
