The Personnel Exchange

Evaluation Criteria for Application -

The evaluation of the application will be based on the degree to which the written request demonstrates that the proposed personnel exchange is consistent with the goals and criteria. This is the evaluation criteria form that will be used to judge the application.

Relevance of Request to Agency Goals

1 Not related
2 Somewhat related
3 Clearly related

Needs of the Agency

1 Not clear how it fits or how it can help
2 Somewhat related to the agency's needs
3 Clearly related to the agency's needs

Qualifications of Personnel for the Exchange

1 Not qualified or unclear
2 Somewhat qualified
3 Clearly qualified

Initial Plan of Activities

1 Not clear how they will accomplish the goals
2 Appears that the activities will achieve the goals
3 There are clear indication that the activities will achieve the goals

Follow-Up Plans

1 Not clear how the agency will follow up on initiative begun through the Exchange
2 Appears that there may be plans to follow up
3 There are clearly plans to follow up

Support of Agency Leadership

1 No evidence that the Exchange has the support of the leadership of the agency
2 Support granted with reservations
3 Initiative has the full support of the agency

Note: A successful request will have no ratings of "one" and at least three ratings of "three." If a request does not meet these criteria, the applicant agency will be encouraged to revise the request and resubmit it.
