NOTE: The analysis is limited to 47 states and the District of Coulmbia. Three states including Maine, Nevada and South Carolina are not included for lack of completion data. School districts with missing data on the number of diploma or total enrollment base or locale code are excluded. Geographic districts in New York City are combined as one school district; and a corresponding "Enrollment Base for Averaged Freshman Graduation Rate (AFGEB)" is specially estimated using the student enrollment data in public school universe survey for 2003–04, 2004–05 and 2005–06.
