Members of the consortium include the Educational Testing Service (ETS), Westat, cApStAn, the Research Centre for Education and the Labor Market (ROA), GESIS-Leibniz Institute for the Social Sciences, the German Institute for International Education Research (DIPF), and the International Association for the Evaluation of Educational Achievement (IEA-DPC). In addition to these organizations, PIAAC is aided by numerous national contracting partners. In addition to the international consortium members, there are numerous national contracting partners that support the development and implementation of PIAAC in each participating country. In the United States, the National Center for Education Statistics (NCES) is in charge of PIAAC implementation and Westat is the national contractor.
