Partners

The international consortium that implemented PIAAC Cycle I (2012–2017) is currently developing PIAAC Cycle II (2022/2023). This consortium is responsible for

  • project management;
  • survey design and operations;
  • preparation of data products;
  • support for the analysis of survey results and production of PIAAC reports;
  • development of the background questionnaire; and
  • finalization of the Job Requirement Approach (JRA).

International consortium member organizations and roles

Members of the consortium include the Educational Testing Service (ETS), Westat, cApStAn, the Research Centre for Education and the Labor Market (ROA), GESIS-Leibniz Institute for the Social Sciences, the German Institute for International Education Research (DIPF), and the International Association for the Evaluation of Educational Achievement (IEA-DPC). In addition to these organizations, PIAAC is aided by numerous national contracting partners. The consortium and its partner organizations each have specialized roles in the development and implementation of PIAAC:

In addition to the international consortium members, there are numerous national contracting partners that support the development and implementation of PIAAC in each participating country. In the United States, the National Center for Education Statistics (NCES) is in charge of PIAAC implementation and Westat is the national contractor.
