About FSCS

The Federal-State Cooperative System (FSCS) for public libraries is a cooperative program between the federal government and the states.

Each state is responsible for funding data collection from its public libraries, and for submitting that data to NCES.

The federal government, through NCES, is responsible for planning the data collection, collecting and editing the data and disseminating it.

The FSCS Steering Committee advises NCES on survey content, data collection, dissemination of data, and training.

NCES funds FSCS and the Public Libraries Survey, and works collaboratively with the National Commission on Libraries and Information Science (NCLIS) and the Census Bureau to implement the Public Libraries Survey.
