
Amy Ellen Schwartz is an
Associate Professor at New York University's Wagner School of Public Service,
specializing in public finance, policy analysis and applied econometrics.
Prior to joining the Wagner faculty in 1992, she was an Assistant Professor
of Economics at Tufts University. She earned at BS from Cornell University
in applied economics and a Ph.D. in economics from Columbia University.
She has consulted on various issues of public finance and policy for government
and not-for-profit organizations, including the ACLU, the Campaign for
Fiscal Equity and the New York City Board of Education. Her current work
includes projects on the public finance of education in New York State
and Ohio, the measurement of efficiency in public schools, and the use
of performance measures for guiding resource use decisions. Her taxation
related research she has looked at the taxation of cigarettes and alcohol,
the child care tax credit, intergovernmental aid, and property tax limitations;
spending related research has focused on the measurement, provision and
demand for local government services. A major project completed in 1996
evaluated the impact of public capital and state infrastructure investment
on income and employment and on economic performance in the manufacturing
sector, in particular. Professor Schwartz's work has been published in
a variety of academic and professional journals including The American
Economic Review, The Journal of Public Economics, The National
Tax Journal, Public Finance Quarterly and Regional Science
and Urban Economics.
