2 Averaged freshman graduation rate (AFGR) is an estimate of the percentage of an entering freshman class graduating in four years. For 2003–04, it equals the total number of high school diploma recipients in 2003–04 divided by the average membership of the 8th-grade class in 1999–2000, the 9th-grade class in 2000–01, and the 10th-grade class in 2001–02. Ungraded students were allocated to individual grades proportional to each state's enrollment in those grades.

NOTE: Data include all 50 states, the District of Columbia, Puerto Rico, four outlying areas (American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, and the U.S. Virgin Islands), the Bureau of Indian Education, and the Department of Defense dependents schools (overseas and domestic). High school completers for each year are reported on the following year's agency file (e.g., 2003–04 completers are reported on the 2004–05 agency file).
