NOTE: The universe for 2003–04 includes all 50 states, the District of Columbia, Puerto Rico, four outlying areas (American Samoa, Guam, Northern Marianas, and the U.S. Virgin Islands), the Bureau of Indian Affairs, and the Department of Defense Schools. In 1993–94, data for these jurisdictions were not collected, and therefore are not included. The Bureau of Indian Affairs and Department of Defense schools account for 0.3 percent of students, 0.2 percent of teachers, and 0.4 percent of schools among all districts in 2003–04.
