1. Those graduates with fewer than 2.00 vocational credits are considered
to have low participation in vocational education.
2. 1992 public high school graduates accumulating 8.00 or more vocational
credits earned 17 percent of the foreign language credits earned by graduates
accumulating fewer than 2.00 vocational credits.
