1 Column refers to states that use additional information to rate schools beyond that required by federal law for AYP, or that apply a separate rating to schools statewide in addition to AYP ratings. For example, a state may have a method of assigning letter grades to schools based on the schools' performance on statewide tests, or may require that schools meet criteria in addition to meeting AYP in order to receive high ratings.
2 Some percentages are based on preliminary data, pending the outcome of appeals.
3 All states must include Title I schools in their designation of schools "in need of improvement." Federal law allows states to choose whether non-Title I schools are assigned a school improvement status. As a result, some schools rated for AYP may not receive a school improvement designation. Percentage was calculated by dividing the total number of schools identified as in need of improvement by the total number of schools rated for AYP.
4 National total reflects the number of "Yes" responses for the column.
5 National total is based on states for which data were available.
6 Ratings based on state-developed criteria are assigned biennially.
7 New Hampshire, Rhode Island, and Vermont results for the percent of schools not making AYP and identified as "in need of improvement" include high schools only.
