\1\Historically black colleges and universities are accredited institutions of higher education
established prior to 1964 with the principal mission of educating black Americans. Federal
regulations, 20 U.S. Code, Section 1061 (2), allow for certain exceptions to the founding date. Most
institutions are in the southern and border states and were established prior to 1954. NOTE.--Because of rounding, details may not add to totals.
