Quality Control for the 2003 Assessment Weighting

For 2003 NAEP, weights were developed for students sampled at grades 4 and 8 for the math and reading assessments. Each student was assigned a weight to be used for making inferences about students in the target population. This weight is known as the final (full-sample) weight. The final weight contained five components: the student base weight, school and student nonresponse adjustment factors, and school and student trimming adjustment factors.

In addition to the final weight, a set of replicate weights was provided for each student. These replicate weights are used in calculating the sampling errors of estimates obtained from the data, using the jackknife repeated replication method. The methods of deriving these weights were aimed at reflecting the features of the sample design appropriately in each jurisdiction, so that when the jackknife variance estimation procedure is implemented, approximately unbiased estimates of sampling variance are obtained.

An overview of the quality control (QC) procedures is provided, including the various internal checks made during each stage of weighting to ensure the quality of the weights and the resulting NAEP estimates.
