1NAEP region is the "state-based" NAEP region. NAEP region (the state-based version and the earlier version which crossed state boundaries) were used as strata in 2002 NAEP and in earlier NAEP surveys rather than Census region because the populations in the NAEP regions were at that time close to equal (a desirable property of strata).
