Item Development for the National Assessment of Educational Progress (NAEP)

Item Development for NAEP

Development of NAEP Frameworks

Item Development Process

Each National Assessment of Educational Progress (NAEP) is built around an organizing framework, which is the blueprint that guides the development of the assessment items and determines the content to be assessed. Public- and private-school students at grades 4, 8, and 12 participate in the
assessment each year.

The National Assessment Governing Board develops the NAEP frameworks. The National Center for Education Statistics (NCES) oversees the development of the assessment items and scoring rubrics.
