Students With Disabilities (SD)The Students with Disabilities (SD) classification covers a wide range of disabilities. The Office of Special Education Programs (OSEP) covers twelve categories of students with disabilities, and students may display a wide range of abilities and skills within each category. OSEP administers the Individuals with Disabilities Education Improvement Act (IDEA). While regulations implementing this 2004 statute are being prepared, the regulations implementing the 1997 IDEA law remain in effect, to the extent that they are consistent with the IDEA 2004 statute. One of the goals of IDEA is to ensure rights of students with disabilities. It should be noted that some students who are classified as SD are covered under Section 504 of the Rehabilitation Act of 1973, but not IDEA. Students with disabilities often have Individualized Education Programs (IEPs) that describe the kinds of services they will receive, which may include information about testing accommodations.
