Inclusion StudyKey Findings and Results: Measuring Status and Change in NAEP Inclusion Rates of Students with Disabilities: 2007-2009

Key Findings

This study focuses on changes in inclusion rates over 2007-09 but reports findings using the 2005, 2007, and 2009 mathematics and reading assessments for all 50 states and the District of Columbia at both grades 4 and 8:

  • Over 2007–2009, most states did not have a change in inclusion rates.
  • Among those states that did have a change, most (55 out of 59 instances across grades and subjects) increased in inclusiveness.
    • Four states (Arkansas, Delaware, Maine, Virginia) had increases in all grades and subjects.
  • Among those states that did have a change, few (4 out of 59 instances across grades and subjects) decreased in inclusiveness.
    • No state had a decrease in all grades and subjects.
  • Increases in inclusion rates came from states in all quartiles of the range of inclusiveness in 2007 as measured by the status measure.
    • The exception was in grade 4 mathematics, for which all increases were among states in the bottom half.
  • Across grades and subjects, three of the four estimated decreases in inclusion rates over 2007–09 came from states in the top quartile of 2007 inclusiveness as measured by the status measure.
    • The other one of the four came from the bottom quartile.
  • Results from the jurisdiction-specific approach confirmed results from the nation-based approach. 
    • All differences were cases in which the nation-based approach found a change and the jurisdiction-specific approach found no change.
  • Across all time periods analyzed (2005–07, 2007–09, and 2005–09), Delaware had increases in inclusiveness in all grades and subjects.  
    • Six states had no changes in any grade or subject (California, Colorado, Florida, Nevada, North Carolina, and Ohio).
