NOTE: Comparative performance results may be affected by changes in exclusion rates for students with disabilities and limited English proficient students in the NAEP samples.
In addition to allowing for accommodations, the accommodations-permitted results for national public schools at grade 4 (1998 and 2002) differ slightly from previous years' results, and from previously reported results for 1998, due to changes in sample weighting procedures. See appendix A of the 2002 Reading Report Card for more details.

Major Findings

  • Percentage of fourth-graders at or above Proficient increased from 1998 to 2002 in 11 jurisdictions and decreased in 1 jurisdiction.
  • Percentages of fourth-graders increased since 1992 in 17 jurisdictions.
