Percentage of Students at or Above the Civics Achievement Levels

As authorized by NAEP legislation, assessment results can be examined in terms of students' attainment of three civics achievement levels: Basic, Proficient, and Advanced. In 1999, NAGB reviewed and adopted the recommended civics achievement levels of Basic, Proficient, and Advanced that, for reporting purposes, are placed on the NAEP civics scales. This results in four ranges of performance: Below Basic, Basic, Proficient, and Advanced. See the results below.
