
NCES has released Statistical Methods for Protecting Personally Identifiable Information in the Disclosure of Graduation Rates of First-Time, Full-Time Degree- or Certificate-Seeking Undergraduate Students by 2-Year Degree-Granting Institutions of Higher Education. The Higher Education Opportunity Act of 2008 (HEOA) requires that Title IV degree-granting institutions disclose annually the graduation rates of first-time, full-time degree- or certificate-seeking undergraduate students, disaggregated by gender, each major racial/ethnic subgroup, and receipt or non-receipt of a federal Pell grant or subsidized Stafford loan. This Technical Brief provides guidance to Title IV 2-year degree-granting institutions in meeting this statutory disclosure requirement while minimizing the risk of revealing the graduation status of individual students. This tool facilitates the uploading of data as an alternative to keying of the data when using the Department’s net price calculator template, and may be especially beneficial to system offices that are generating multiple calculators for multiple institutions.
