The legislatively defined subdivisions of a State for the purpose of electing representatives or delegates to the House of Representatives of the United States Congress. A State or equivalent entity may comprise a single congressional district or similar representational area. The Federal Information Processing Standard (FIPS) provides the structure of numeric codes for representing congressional districts and similar areas defined for the various Congresses of the United States. The Federal Information Processing Standards (FIPS) numeric code for the county issued by the National Institute of Standards and Technology (NIST). Counties are considered to be the `first-order subdivisions` of each State and statistically equivalent entity, regardless of their local designations (county, parish, borough, etc.). Counties in different States will have the same code. A unique county number is created when combined with the 2-digit FIPS State Code.

Locale code is a variable that NCES has created for general description, sampling, and other statistical purposes. Locale codes are derived to describe a school''s location ranging from `large city` to `rural.` These urban-centric locale codes are based on the physical location represented by an address that is matched against a geographic database maintained by the Census Bureau.

  • City, Large - Territory inside an urbanized area and inside a principal city with population of 250,000 or more.
  • City, Midsize - Territory inside an urbanized area and inside a principal city with population less than 250,000 and greater than or equal to 100,000.
  • City, Small - Territory inside an urbanized area and inside a principal city with population less than 100,000.
  • Rural, Distant - Census-defined rural territory that is more than 5 miles but less than or equal to 25 miles from an urbanized area, as well as rural territory that is more than 2.5 miles but less than or equal to 10 miles from an urban cluster.

The Office of Management and Budget (OMB) defines the Metropolitan Statistical Areas (MSAs) as having at least one urbanized area of 50,000 or more population, plus adjacent territory that has a high degree of social and economic integration with the core as measured by commuting ties. Micropolitan Statistical Areas are defined as having at least one urban cluster of at least 10,000 but less than 50,000 population, plus adjacent territory that has a high degree of social and economic integration with the core as measured by commuting ties. The MSA codes are 5 digits in length, falling within the 10000 to 59999 range, which replaces the 4-digit code previously used.
