Implementation of Sufficient Magnitude of Gain and Other Statistical Models within U-PASS (Utah Performance and Assessment System for Students)

This project is a continuation of earlier work by the Utah State Office of Education (USOE) to develop a data warehouse, which is the sole source of data supplying the Utah Performance Assessment System for Students (U-PASS). The primary type of indicator needed for U-PASS is a measure of “Sufficient Magnitude of Gain” which is actually a set of several school variables integrated to determine, for each school, whether or not it has met established state performance standards. Task order funding would help the USOE do just this, working to develop and validate a complex statistical model, and representing an educational indicator system for the state of Utah.

The project had three major objectives:

  • Develop a valid statistical model of school performance and use this model to assess the adequacy of the data warehouse data model, modifying the data model as necessary to ensure the availability of requisite data
  • Translate the statistical model into a computation model--i.e., programming a series of algorithms to implement the statistical model in software
  • Design the user interface to a public web site for contextualized and well documented presentation of the information produced by the model

Work on this project was scheduled to begin in January 2002.
