Electronic Data Collections

The North Dakota Department of Public Instruction (NDDPI) received task order funding contract with a vendor to align their data collections with a state legislative mandate that required the development of a system for electronically preparing and transferring forms to the NDDPI by July 1, 2001. Much work had already been accomplished towards meeting this goal, with over 90 percent of data forms available online and a data collection application being used in 25 percent of schools. The main activities necessary to complete this work were:

  • Contract with a vendor to develop the certified personnel, core student data and financial data collection forms
  • Review the remaining forms and create a priority list
  • Work with a vendor in the development of the certified personnel, core student data and financial collection forms
  • Develop remaining forms using vendors if necessary to complete the web enabling of NDDPI forms by July 1, 2001

Work on this project was to begin in October 1999 and be completed by July 2001. The first deliverable was submitted in April 2000. The deliverable goes into greater detail than the proposal about what steps would be necessary to complete the important activities outlined above. At the time of its submission, however, work had not yet begun on these tasks.

The second deliverable was submitted in January 2001. At the time of submission, collection forms for non-certified and certified school personnel and class size had been placed online. NDDPI had contracted with Northern Innovative Technologies (NIT) to consolidate current collection forms for core student data, transportation, open enrollment, and district school calendars into a web data collection system. Work with NIT was reported as going well, with analysis to begin shortly. NDDPI also catalogued and prioritized all their forms for web development, helping to consolidate some forms and reduce school paper burden.

The final invoice for this project was submitted in August 2001. It included a summary section which asserted that all activities were complete for both of two RFP’s which were included in the activities. The target identified by NDDPI was to have the system online by August 2001.
